International started out as the International Harvester Company as a result of a 1902 merger between McCormick Harvesting Machine Company and Deering Harvester Company, along with three other smaller ag firms. The S-series was produced from 1977 to 2001 positioned between the Transtar and Paystar lines by merging the Loadstar and Fleetstar lines. These trucks had a wide range of uses like straight trucks, semis, vocational trucks, and severe-service usage trucks along with many body and chassis configurations. The 1981 model was part of the first generation of the S-series model line (1978-1989). The 1854 model was part of the S1600 to S1900 Class 6 line of work trucks replacing the Loadstar line. It came available with single and dual rear axles and 4×4 or 6×6 options. The 1800 group was used as semis, straight trucks, and bus use.
